Charter Firm Gains Altitude

Red Wing Regional Airport is a sleepy collection of aircraft hangars on the Wisconsin side of the Mississippi River, three miles from the Goodhue County seat.

But inside the largest of those hangars is the headquarters for Red Wing Aeroplane Co., a growing airline charter service that counts captains of industry, Hollywood celebrities, sports stars and country western artists among its clientele.

It has gone from one to five eight-seat Cessna Citation jets since 2005 with plans for up to 15 more planes in the next three to five years, an expansion that would allow it to list Hawaii and far-flung Western Hemisphere locales as destination points.

In a flat industry, Red Wing Aeroplane is slowly building market share.

"Our service is the new first class for the airline industry. You can have anything you want but there's a cost involved and there's no free ride," said Wes Converse, who co-founded the original aircraft maintenance company of the same name with his dad, Bob, in 1990. "We're safe, reliable and on time."

These are not the strongest times for charter services and business aviation in general. When the economy tanks, so does business travel.

From the start of the Great Recession in 2008 until it officially ended in 2010, flight hours in the business travel industry were down 35 to 40 percent, said Dan Hubbard, senior vice president of the National Business Aviation Association. While business has improved, Hubbard said it's still 10 to 15 percent below the peak in 2007.

But Red Wing Aeroplane has developed a niche that is somewhat immune from the economy. That involves passengers who have the wherewithall to use a charter service and avoid the current-day hassles of commercial travel.

"This is a service industry and you have to set yourself apart from your competition," Converse said. "Passengers at the airport are miserable. They have to go through a security line and everyone accepts that and you'll probably be late. In our business it's always assumed you'll be on time, the aircraft will be clean and the crew hospitable."

In the charter business, operators get much of their traffic through brokers. A client calls a broker and says "I want to go from point A to point B" on a certain date. The broker posts that assignment on an electronic bulletin board and charter carriers bid on the trip. Sometimes the trips are planned in advance; sometimes they are last-minute.

One of the jet charter brokers that frequently uses Red Wing Aeroplane is New Flight Charters based in Jackson Hole, Wyo.

"We've been using them for at least six years," said New Flight's Nanette Poorman. "They're always available [to make a quote]. It's the smartest thing they do."

Converse said the Red Wing Aeroplane operations office is staffed from 7 a.m. to 11:30 p.m. seven days a week and that someone is always available to take calls after those hours.

Poorman said Red Wing Aeroplane's flight crews are generally experienced, with specialized training in mountain flying [think high-end ski resorts], inclement weather and short runways.

Converse is diligent about not identifying clients. But a Web page for New Flight Charters gives an idea of the types of people who fly charter. Among endorsements from dozens of satisfied New Flight customers is the office of former President Bill Clinton, the travel coordinator for former Mexican President Vicente Fox, an assistant to Sarah Ferguson, Duchess of York, and comedian Kathy Griffin.

"We fly all kinds of people," Converse said. "We fly corporate executives, sports figures, celebrities, average people. Of the Who's Who, we've flown most of them."

Charter flights take Red Wing aircraft to both coasts, up and down the eastern seaboard, into the Caribbean and into South America and Canada.

Converse said Red Wing Aeroplane is "a floating fleet" that comes back to the headquarters hangar only for maintenance. "The whole idea is to not fly an airplane empty," he said.

Converse said Red Wing will cater to the needs or whims of its passengers. He said one regular traveler needs bottled Evian water on each trip, along with a New York Times. A country-and-western singer and his manager ordered $2,000 work of liquor for a flight from Washington, D.C., to Nashville.

"Whatever they want, they'll get it, but they'll have to pay for it," Converse said.

According to aircharterguide .com, the hourly price for Red Wing's aircraft ranges from $2,000 to nearly $2,600.

Converse said a trip from Minneapolis to Miami would cost about $12,000. "That's more than a commercial ticket, but that's not my clientele," he said.

Converse and his 81-year-old dad, both of whom live in the Red Wing area, have more than 80 combined years in aviation.

Bob Converse was an Air Force flight mechanic who served in the Korean War and later spent 30 years as a mechanic for Braniff, Western and Delta Air Lines. Wes Converse also is an Air Force veteran and flew for Comair, a Delta regional carrier, and Evergreen International, a freight carrier.

In 1990, they created Red Wing Aeroplane as a maintenance facility and morphed into a charter service 15 years later.

Today, Red Wing has 40 employees, including nearly 20 pilots operating 120 to 150 flights a month.

The success of the company is not lost on Bob Converse, who still comes to work every day.

"We've been lucky," he said. "But it's been a lot of hard work."

Demand for Large Cabin Private Jets Increases Significantly Over 2010

JACKSON HOLE, WY--(Marketwire - Apr 28, 2011) – Jackson Hole-based private jet charter industry leader New Flight Charters reports flight activity for the first quarter of 2011 increased 37.0% over 2010. The company arranged 248 flights during the quarter, over 181 flights for the same period in 2010.

A notable increase came in the number of large jet charters, including Gulfstreams, Challengers and Falcons, which increased 278% over 2010 and represented 14% of total charter flights for the quarter. Charters with other size aircraft were up 20.1% overall and proportionally remained constant. All aircraft sectors increased, with the large jet category up exponentially.

Costs for large jet charters averaged $45,924 overall for the quarter and included flights to/from Europe, the Caribbean and Hawaii. Leisure flights were the primary type of charter.

"Large jets are back to pre-recession numbers," said New Flight Charters president Rick Colson in Jackson Hole, "Family vacations internationally were a large reason, specifically to the Caribbean." The typical large jet trip was 8-11 family members flying more than 5 hours to the Caribbean for a week's vacation. Growth in Demand for Private Jets – Charters Increase Over 2009

JACKSON HOLE, Wyo. – Jackson Hole-based private jet charter industry leader New Flight Charters reports a 15.4% client spending increase in private air charters for the 4^th Quarter 2010, over the comparable quarter 2009.

While New Flight Charters handled 232 flights during the quarter for a 5% increase, more revealing is the average charter booking amount increased 21.2% year-over-year, to $17,630. Thus overall private jet flight consumers in late 2010 were chartering higher-end aircraft, longer flights, or both.

More private fliers are chartering jets. During 4^th Quarter 2010, jet aircraft comprised 77% of all private charters booked through the company, up from 70% in 2009. The remaining charters were mostly turboprop aircraft. Light jet activity increased the most, up 31% year-over-year. The most popular light jets during the quarter were the Citation V/Ultra, Learjet 31 and the Citation CJ series.

“The take-away from the quarter is that private fliers overall have begun flying more and moving up in aircraft. Update on American Airlines 757 Off Jackson Hole Runway

Pilot or systems malfunction? A video taken by a passenger aboard the aircraft during landing shows the left engine reverser attempt to deploy, then close, then slowly fully deploy but 27 seconds after touchdown. The engines spool up but only on the last section of runway before the aircraft goes off the end of the runway into the snow. The wing spoilers appear to never deploy.

No breaking action appears to happen until this last estimated 1000 feet or less of runway. So the question seems to focus on the deployment of the 757's engine reversers and spoilers.

These photos were taken January 1 of the AA Boeing 757 still out of service at Jackson Hole airport. A crew, who appear to be investigators and/or maintenance technicians, is looking over the engine in question, opening and closing the reverser panel.

Commercial Airliner Overruns Jackson Hole Runway In Snowstorm

On Wednesday December 29, an American Airlines Boeing 757 overran Runway 19 at Jackson Hole upon landing. The commercial flight was inbound from Chicago with 175 passengers and 181 total persons on board. It ran into deep snow and came to a stop 358 feet past the end of the overrun apron at the end of the runway.

An eyewitness who lives next to the airport and who is also a local pilot, reported that when the plane passed his house near the end of the runway, he thought to himself "that is going way too fast". The cause is under investigation by the NTSB and finding likely won't be released for months.

Upon coming to a stop, the pilot announced over the cabin PA that the breaks weren't working properly. A video taken by a passenger during landing and posted to You Tube, and reposted on this local Jackson Hole blog, showed the aircraft landing and then rolling a considerable distance down the runway before the reversers deployed to assist in slowing the aircraft. Normally the reversers are deployed immediately after touchdown and can be set to auto-deploy on the Boeing 757.

According to Jackson Hole Airport director Ray Bishop and reported by JH News & Guide, visibility at the airport was 1-1/2 miles in light snow. The runway braking conditions were reported as good and the runway was in good condition.

Airport neighbors and locals stopped to remark and take photos of the American Airlines 757 aircraft 653 feet past the end of the runway. The overrun was immediately picked up on news reports worldwide and reported within an hour live on Fox News Channel and other radio and television outlets. News reports flourised across the internet.

Brokers represent either the client, or the aircraft operator, in arranging a charter flight. Brokers typically will have an industry-wide reach, and connect with a variety of charter aircraft options, or jet charter listing for any one flight.

Operators operate aircraft under applicable FAA regulations for charter, personal, or other type flights. Charter operators must earn and hold an FAA Air Carrier Certificate and are held under specific Operations Specifications designated by the FAA for their specific flight operations. They work with, and are periodically inspected by, their local FAA Flight Standards District Office (FSDO). An operator may own or lease independent jets, or they may manage jets for private individuals or corporations and then operate personal and charter flights with them.

Who are the organization personnel and what is their specific aviation experience? How long has the company name been in business?
Local brokers have surfaced in recent months and years. There is very little required to call yourself an air charter broker, and many have been part of prior failed or bankrupt brokerages, or struck out on their own.
Often broker “companies” are actually one person with a website and a cell phone. Their website may list friends names, spouses, ghost-names, or loosely related names to appear more substantial. Check the history and aviation experience of those involved.
Check their Professional Liability Insurance certificate, commonly called “errors & omissions” insurance.

This is not the aircraft's insurance. Professional Liability protects you from basic processing errors in booking, scheduling and financial transactions. Without it, you could be liable for any mistakes your broker/agent makes in arranging your flight with the aircraft operator. With high-ticket air charter purchases you could be liable for thousands of dollars or more if a mistake is made.

Request copies of their IRS Form 720, Federal Excise Tax deposits and filings.
If they are not paying their excise taxes, you could be liable for their unpaid taxes. The IRS has pursued the passengers when the brokerage has not remitted their flight excise taxes, even though passengers may have already paid the tax amount to the brokerage. If the broker is your “agent” or acting on your behalf, you could be liable.
Run a simple background check on the organization, the broker and company personnel. Have any personnel associated with the organization ever been convicted of a felony, filed for bankruptcy or had tax liens?

It’s not uncommon for felons or delinquents to be in key positions since there is little required and no checks to call yourself an air charter broker. Background checks can be run online for very low cost compared to your flight cost, and are a very worthwhile quality check.

Request their D-U-N-S number, Dun & Bradstreet rating, or other registered credit history verification.
Broker credit history and ratings are important. There have been brokers who did not (or could not) pay the bills for charters. The passengers then became liable for the payment, even though they may have already paid the broker for the charter. If the broker is your “agent” or acting on your behalf, you could be liable.
